The proposal submission deadline is June 29, 2026, at 2:00 p. m. Eastern Time (ET).

Payments will be made in accordance with the payment schedule negotiated and agreed to by the contracting officer. ED intends to pay on the 15th day after the designated billing office receives a proper invoice or the 15th day after the department accepts goods or supplies, whichever is later. Contractors shall receive eight payments during the contract performance period, with 20% reserved for the initial payment and 20% for payment after acceptance of the final report. 60% is reserved for the six interim reports.

Proposals will be evaluated and judged on a competitive basis solely against the evaluation criteria: significance, synopsis of the existing evidence-based innovation, direct to phase II R&D plan, commercialization plan, and project team, company resources, and budget.

Eligible small businesses must have projects that focus on readying existing evidence-based innovations for use at scale. The existing evidence-based innovation must have originally been conceptualized and developed by an academic researcher or a researcher at a nonprofit education research organization. One or more of the researchers who originally conceptualized and developed the innovation must be part of the proposed project team.

The solicitation mentions that intentional or negligent misrepresentation of information may result in criminal, civil, or administrative sanctions, including fines, restitution, imprisonment, treble damages, civil penalties, civil recovery of award funds, and suspension or debarment.

The estimated total value for the Direct to Phase II awards is up to $1,000,000 per project over a period of two years.
