All contract work shall be substantially completed no later than 350 calendar days from the notice to proceed (NTP), and final completion shall be 365 calendar days from NTP.
Payments will be made to the contractor on the 30th day of each month, with a five percent (5%) retainer. The owner may pay in advance for mobilization to meet ARPA funding expenditure deadlines.
A two (2) year extended warranty is required for the owner-procured return activated sludge (RAS) pumps, commencing on the date of procurement.
The award will be based on the unit prices submitted in the bid forms, with the total bid determining the award.
Bidders must have carefully examined all contract documents, visited the project site, and satisfied themselves as to the nature and location of the work.
Liquidated damages will be assessed in accordance with MDOT subsection **** of the standard specifications for construction for failure to complete the work on time.
Bidders shall carefully examine the existing WWTP, utilities, grit system, site access, electrical systems, process piping, and structural conditions. Failure to inspect the site shall not relieve the contractor from completing the work.
Questions regarding the request for bid shall be submitted on or before July 31, 2026, at 5:00 p. m.
The owner reserves the right to reject any or all bids, including bids from unqualified bidders or those of doubtful financial ability.
