Material shall be delivered and installed and ready for operation on or before the dates indicated per the specifications.

The town agrees to pay for the material within thirty 30 days after acceptance.

The attached specifications shall act as the basis for the vendors normal guarantee relating to product quality and normal inspection shall apply to the products and equipment furnished under this specification.

The awarding authority will make award to the lowest qualified bidder. In determining the lowest qualified bid, the town manager will consider factors besides price.

Each supplier shall present evidence that he she is normally engaged in the purveying of the type of material bid upon.

If the supplier fails to deliver or install the material as required in the time indicated, or subsequently agreed to, a credit may be taken in the bid price of 1/10 of 1 per day at the discretion of the town manager, of the town of east greenwich.

A sample consisting of approximately fifty 50 pounds, furnished by the bidder at no cost to the town, may be picked up by a representative of the director of public works and forwarded to the materials division, state house, providence, rhode island to determine if the materials meet specifications.

No bid shall be considered from the suppliers who are unable to show that they are normally engaged in the purveying of the type of material bid on.

Submissions will be evaluated based on firm qualifications and experience (20%), project team expertise (20%), similar project experience (15%), project approach and methodology (25%), fee proposal (15%), and schedule and availability (5%). Firms must have a minimum of five years of experience in landscape architectural design, demonstrated experience with public park design, ADA accessibility design, historic park restoration, and native plantings. Bids must be received on or before 10:00 a. m. , Wednesday, August 5, 2026. The equipment shall be delivered, configured, and ready for operation within a specified number of days of contract award.

Complete warranty documentation, itemized by major mechanical/electronic components and wear-and-tear items, including duration of coverage for each, must be submitted. The standard service package includes manufacturers standard coverage and a minimum 60-day wear-and-tear parts warranty from delivery. The premium service package offers a minimum 90-day wear-and-tear parts warranty.

Bids will be awarded on the basis of the lowest evaluated and responsive bid. The town will consider total bid price, conformance with or demonstrated equivalency to minimum specifications, documented line-placement accuracy and ease of operation, warranty coverage and terms, delivery timeline, availability and cost of ongoing regional service and support, and references from comparable municipal or institutional customers.

Bidders must be qualified vendors and licensed and in good standing to do business in the state of Rhode Island, or provide a sworn statement that they will become so licensed if awarded the contract. A minimum of three references from comparable municipal, school, or institutional parks and recreation customers currently operating the proposed equipment is required.

Bids received after the stated deadline will not be considered. Bids submitted without required documentation may be deemed nonresponsive. The town reserves the right to reject any bid that fails to demonstrate the performance represented in its submission.

Proposals are due by 2:00 PM prevailing time on June 23, 2026. until 2: 00 p. m. prevailing time, june 23, 2026, at which time they will be publicly opened and read aloud.
