The City of Milton, Florida is seeking Statements of Qualifications (SOQs) from qualified Certified Public Accounting (CPA) firms to conduct a forensic audit of the city's financial records. The selection process is qualifications-based, with evaluation focusing on competence and ability. Submissions are due August 10, 2026. Questions are due August 4, 2026.

Payment will be made in accordance with the Local Government Prompt Payment Act, Chapter 218, Part VII, Florida Statutes.
Selection shall be conducted using a qualifications-based process. Respondents shall be evaluated and ranked based solely on demonstrated competence, qualifications, and ability to perform the required professional services. Compensation, fees, and pricing information shall not be requested, submitted, or considered during the evaluation and ranking phase.
Respondents must be legally authorized to conduct business in Florida, hold required professional licenses, demonstrate relevant experience (at least three comparable assignments in the past five years), have insurance capability, and meet all statutory eligibility requirements.
Protests based upon alleged improprieties in the solicitation must be filed prior to the SOQ submission deadline. All other protests must be filed within seven calendar days after the basis for the protest is known or should have been known.
Grounds for rejection or disqualification may include, but are not limited to, failure to meet minimum qualifications, failure to submit required forms or certifications, submission of false or misleading information, unauthorized communications, conflicts of interest, or failure to comply with applicable laws or the requirements of this solicitation.
