The bid opening date is July 22, 2026, at 2:15 PM. Prices are good for 120 days. The performance period is 90 calendar days.

Final payment for the construction project will be made by check upon completion and acceptance of the work by the county. If performance and payment bonds are not required, payment will be made upon acceptance of satisfactory work.

Travis County reserves the right to reject any and all bids and to make an award of a base bid and/or an alternate bid which is in the best interest of Travis County.

Respondents must submit a completed, certified safety record questionnaire, a sworn declaration and acknowledgment regarding Travis County ethics requirements, and a historically underutilized business hub program declaration. Bidders must also be skilled and experienced in the use and interpretation of plans and specifications.

Liquidated damages apply for failure to complete work on time, as detailed in the General Conditions of the Construction Contract, Item 8, Section 8. 6. Failure to execute a contract or file required bonds within 7 working days of award may result in the bid bond or check becoming the property of Travis County.

Contacting individuals other than the listed points of contact or contacting individual members of the Travis County Commissioners Court or their staff about this solicitation may disqualify the response from consideration for award.

Proposals must be submitted no later than the date and time listed in Bidnet. Late proposals will not be considered.

Payment milestones are to be included in the pricing schedule. The final terms and conditions of any contract will be agreed upon during negotiation.

The proposal must include warranty as part of the products and services offered.

The award will be made to the responsible respondent whose proposal is determined to be the best evaluated offer, considering price and other evaluation factors. Evaluation factors include completeness of proposal, qualifications and experience, cost, and quality of proposal response.

Respondents must be qualified vendors capable of providing a system that meets the requirements. Financial information, legal history, and customer references will be evaluated.

The RFP does not explicitly detail penalties for non-performance, but late proposals or modifications will not be considered.

A pre-award survey of respondents' facilities and equipment may be conducted with two business days advance notice. Failure to allow an inspection shall be cause for rejection of proposal.

Clarification or objection to RFP requirements must be submitted at least ten days prior to the scheduled opening via Bidnet.
