Texas Parks and Wildlife Department (TPWD) is seeking bids for refuse and trash collection, removal, and disposal services for Lake Mineral Wells State Park. The contract term is September 1, 2026, through August 31, 2028, with options for three one-year renewals. Bidders are strongly encouraged to attend a mandatory pre-bid site visit. Bids are due by 2:00 PM CT on August 6, 2026. The award will be made on an all-or-none basis to the respondent offering the best value, considering price and other factors. Payment normally will be made to the contractor within 30 days after receipt of a properly prepared invoice or the receipt and acceptance of services ordered, whichever is later.
Manufacturers standard warranty shall apply unless otherwise stated in the solicitation.
Award will be based on best value criteria and may include: Lowest price, ability/qualifications/experience, delivery schedule, past performance, quality and reliability of goods and services.
Contract shall be awarded only to a contractor experienced in providing the services, with a minimum of three years in business. Bidders must complete Exhibit A (Company Profile) and Exhibit B (Past Projects with References).
Default in promised delivery or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor. Unsatisfactory performance may result in negative vendor performance reports, contract cancellation, or both.

Samples, when requested, must be furnished free of expense to the state. If not destroyed in examination, they will be returned to the respondent, on request, at respondent's expense.
Failure to sign the bid, failure to submit required information, unrealistic delivery promises, or prohibited communications may disqualify a bid.
