The proposal submittal deadline is Tuesday, April 21, 2026, at 12:00 PM noon.

The contractor will be required to pay the city the amount agreed upon, which can be a guaranteed minimum monthly payment, a percentage of gross monthly receipts, or a combination of both. Payments must be made by the 30th of the month following the month of which the guarantee is based.

Resumes for key personnel, financial data, and management methodologies are also required.

An optional in-person site visit is scheduled for April 7, 2026, at 10:00 AM at the Transit Services Center, 101 Black Bridge Road, Janesville, WI. No questions will be taken at this visit, and attendance is not required.

Protests regarding solicitation documents must be received no later than ten (10) working days prior to the date established for opening bids or receipt of proposals, or five (5) working days after the date of issuance of an amendment, whichever is later. Protests regarding proposal evaluation or contract award must be received no later than five (5) calendar days after the date notification is publicly posted or sent to the bidder or proposer.

The supplier shall pick up metal scrap from postal facility within five 5 business days after receipt of the pickup order notification.

Recycle revenue share percentage payment shall be made to the usps within five 5 business days after payment is received from buyer, subcontractor, or recycle partners.

The postal service is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non personal services to provide management of excess scrap metal to be recycled as defined in this statement of work sow.

Visits and audits must also be permissible at supplier and subcontractor facilities where applicable.
