Accessibility Consulting Government Bids & RFPs

The contract is intended to begin approximately on November 1, 2026, and end on October 31, 2027.

Incremental payments will be made upon completion and approval of deliverables. Phase 1: 25%, Phase 2: 25%, Phase 3: 50% of the total contract amount. The state has thirty 30 calendar days after receipt of invoice or satisfactory completion of contract to make payment.

The award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state based on evaluation criteria including understanding of project requirements, technical approach, vendor experience, project team staffing, work plan, schedule, deliverables, and cost proposal.

Contractors must demonstrate prior experience in redesigning complex, content-rich government websites, expertise in UX, content strategy, information architecture, search optimization, usability, and accessibility standards. They must also show understanding of Hawaii's diverse communities and provide at least three comparable project references.

Protests must be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award shall be submitted within five 5 working days after the posting of award or if requested, within five 5 working days after the debriefing was completed.

Offerors may be disqualified for collusion, submitting offers after the deadline, lack of responsibility, being in arrears on existing contracts, lack of proper equipment or experience, not possessing required licenses, or failure to settle bills for labor and material on former state contracts.

The construction loan closing deadline is April 28, 2027, which is non-negotiable. The AE contract start date and project schedule must be structured to meet this requirement.

Compensation will be structured as a lump sum fixed-fee contract. Fee information is requested only after selection for post-selection negotiations.

The scope of AE services includes assisting with warranty walkthrough inspection.

Firms will be ranked solely on the basis of professional qualifications and technical competence, not price. Key criteria include firm qualifications, key personnel experience, relevant project experience, project approach and understanding, and capacity and track record for budget management.

Respondents must possess all required professional occupational licenses valid in Minnesota and certify they are not debarred, suspended, or otherwise prohibited from professional practice.

An optional pre-proposal site visit will be scheduled at Dow Towers and prospective respondents are strongly encouraged to attend.

Submissions received after the deadline will not be considered. Submissions lacking complete information in any required area may be scored lower or deemed nonresponsive.

Proposals are due July 27, 2026, at 3 PM local time.

Approved invoices shall be processed in accordance with Tuskegee University standard payment procedures.

The contractor shall provide a workmanship warranty term of a minimum of 2 years, with longer terms welcomed and scored.

Proposals may be evaluated using a combination of technical, operational, qualifications-based, safety, emergency response, sustainability, and pricing criteria.

Proposers must be qualified, licensed, insured, and experienced accessibility consulting and contracting firms. Key personnel must include CAC credentialed and licensed accessibility professionals.

A mandatory pre-bid site visit will be scheduled by Tuskegee University. Attendance by at least one authorized representative of each proposer is required.

Proposers shall submit a sample accessibility survey report and a sample transition plan excerpt.

Questions shall be submitted electronically by July 24, 2026.

Contact between proposers and Tuskegee University personnel other than the designated procurement contact during the proposal evaluation period may result in disqualification.
