The bid notice states that any actual or prospective contractor who is aggrieved in connection with the solicitation, evaluation, or award of this contract by TEA may submit a formal protest to the Director of TEA's Purchasing and Contracts Division. The vendor must provide a one-year full replacement warranty for all items provided, starting from the date of acceptance by CPA. Manufacturers' standard warranties will also apply.

Offers will be evaluated under the best value standard, with criteria including respondents' past performance, qualifications, experience (20%), compliance with CPA specifications (40%), and cost (40%).

The RFO does not specify explicit qualification requirements beyond those implied by the need for qualified vendors to provide the software and services.

In the event of default or breach of contract, CPA may require the vendor to pay liquidated damages equivalent to two percent (2%) of the total cost for services or obligations not completed per calendar day of delay.

A pre-offer conference and pre-offer inspection are not applicable for this solicitation.

The RFO does not require sample submissions.

Questions regarding this RFO must be submitted in writing no later than April 3, 2026, at 2:00 p. m. CT.

The bid notice states that the contracting officer will determine the anticipated price will be fair and reasonable through the use of the GSA MAS program and through the programs schedule pricing. The rates used by GSA MAS program schedule contract holders have been determined at the time of schedule contract award to be fair and reasonable. To further ensure the price is reasonable, price evaluation will be conducted in accordance with FAR ****(d). In accordance with DOI ****, enhancing competition, and due to only one quote being received, the price analysis tools and techniques at FAR ****(b)(2) may be used to further determine the price fair and reasonable.

The bid notice states that as the incumbent, Apprise Inc. is intimately familiar with the support required and is qualified to support ACF OCS while AQD continues with the competitive follow-on task order process. Apprise Inc. 's performance under the current task order has been satisfactory. Apprise Inc. has the capability and expertise to continue to support this requirement with minimal interruption or schedule impact.
