The Virgin Islands Port Authority (VIPA) is seeking bids from qualified and licensed general contractors for concrete paving improvements at the Gordon A. Finch Molasses Dock Marine Facility in St. Croix, US Virgin Islands. The selected contractor must provide temporary controls for air and water pollution, soil erosion, and siltation. A 10% bid surety is required at bid submittal. Proposals will be received electronically via the authority's e-procurement platform. A non-mandatory site visit is scheduled for May 19, 2026. Required attachments include a Virgin Islands business license, certificate of general liability insurance, trade name certificate, articles of incorporation/organization, certificate of corporate association, certificate of good standing, certificate of government insurance, SAM debarment and certification, performance bond, and bid bond. A qualification statement detailing the respondent's ability, certifications, personnel, and experience is also required.
The bid response deadline is June 5, 2026, at 12:00 PM AST. The deadline for submission of proposals is also June 5, 2026, at 12:00 PM AST.
The bid notice states that deviations from mandatory requirements will not be waived, and material deviations will result in rejection. Desirable conditions are permissive, but deviations may result in the bid not being considered in the best interest of the authority.
To be considered for an award, the bidder must agree to abide by each mandatory requirement included in this IFB. The notice also requires a qualification statement including a cover letter, experience listing, and personnel listing.
Failure of the successful respondent to execute the lease agreement within thirty (30) days after receiving the lease documents and furnish acceptable surety bonds and proof of required insurance prior to the lease execution shall be just cause for cancellation of the award and forfeiture of the proposal bond, not as a penalty, but as liquidation of damages to the authority.
A non-mandatory site visit is scheduled for Tuesday, May 19, 2026, at 9:00 AM AST. Prospective bidders should meet at the Gordon A. Finch Molasses Pier.
Any protest must be filed in writing and received by the authority within seven (7) calendar days of the date of the occurrence of the event that is the subject of the protest.
