The contract is anticipated to be 1 year with options to renew for a maximum term of 3 years. Services are to commence on a date to be determined after contract execution.

Contractor shall submit invoices for payment in a format acceptable to MDHA, no more frequently than monthly for satisfactory services. Invoices shall detail the contract, include necessary supporting documentation, and be submitted no later than 90 days after services are delivered. Payments will be effectuated by automated clearing house (ACH).

Contractor warrants that for a period of one year from the date of delivery and/or installation, the goods provided shall be free of any defects. MDHA may request repair or replacement at the contractor's expense.

The agency intends to retain the successful proposer pursuant to a best value basis, not a low bid basis. Proposals will be evaluated on a 200-point scale.

Proposers must have 5 years of experience managing a leasing agent services project similar in size and scope, and have 2 current customers of similar size using the proposed services.

If contractor fails to satisfactorily provide cure for a breach within thirty days, MDHA has the right to terminate the contract and withhold payments in excess of fair compensation for work completed. This shall not relieve the contractor of liability for damages.

Protests to the RFP must be received by the due date and time identified in the schedule. Protests to the intent to award must be received within 15 calendar days of award.

MDHA may reject a proposal if the proposer fails to substantially comply with RFP procedures, makes inappropriate contact with MDHA personnel, or conditions the proposal on MDHA's acceptance of unapproved terms.

The space must be ready for occupancy by 1 october 2026.
