Proposals must be submitted in separate Adobe Acrobat PDF format, limited to 9 MB total email size. One non-redacted and one redacted version (removing company information) are required. Electronic verification of receipt is provided. Late proposals will not be accepted. Proposals are valid for 90 days following the deadline, and any extension granted. Evaluation uses a point method. NWSA may request clarifications or additional information. Selection may be based on initial evaluation criteria alone or a shortlist for interviews and reference checks.
