The notice is a memorandum regarding the results of a solicitation for subsistence items for USP Canaan. The awards were made to vendors with a high past performance record. Awards with a total value over $15,000 will be awarded with a firm fixed price purchase order. All quotes received by the submission deadline of February 27, 4:00 PM EST were considered.

The Delaware Technical and Community College (DTCC) is seeking proposals for comprehensive cafeteria and food services at the Owens Campus. The contract will be for a five-year period with three optional one-year renewals. Proposals must be submitted by April 15, 2026, at 1:00 PM local time. A non-mandatory pre-proposal submission meeting is scheduled for March 17 and March 23. The evaluation will consider the overall best value, ability to meet operational needs, and specialized expertise. The contract period is from August 14, 2026, through August 14, 2031. Questions must be received in writing by March 23, 2026, at 4:00 PM. The vendor must provide all equipment, materials, and labor. The vendor must complete the pricing plan bid form attached to this rfp appendix b. The vendor must complete and submit with its proposal the noncollusion statement that is enclosed with this request for proposal labeled as attachment 2. The proposals shall be publicly opened at the time and place specified by delaware technical and community college. Vendors or their authorized representatives are invited to be present. Only the vendors name and address will be read aloud during the proposal opening process. The vendor shall provide trained, qualified onsite management and staff sufficient to ensure efficient, safe, and customer-focused operations. The vendor shall develop and maintain menus that reflect the diverse preferences, cultural considerations, and nutritional needs of a community college population. The college shall provide kitchen facilities, serving areas, and dining spaces at the owens campus. The vendor shall control all daily sales receipts and be responsible for payment of all food, labor, supplies, permits, licenses, and applicable taxes. The college shall provide utilities, excluding telephone and internet services. The vendor shall be responsible for telephone and internet costs. The college shall arrange for dumpster removal the vendor shall manage internal waste handling and cleanliness. The vendor shall be responsible for all costs associated with performance of the work, including but not limited to: wages and salaries for all vendor employees statutory benefits, taxes, insurance, and assessments home office and administrative expenses supervisory and management personnel assigned to the campus direct costs of food, supplies, permits, licenses, cleaning, uniforms, and laundry telephone and internet services any other reasonable and necessary costs approved by the college and required for cafeteria operations. The vendor shall provide catering services for collegesponsored events, including meetings, receptions, group meals, and special functions. The vendor shall comply with all college policies, including a strict nosmokingvaping policy on college property. The vendor shall participate in regular updates with campus leadership to review operational matters and other relevant topics, including but not limited to operations, feedback, product selection, sales, and facilities. The college may establish a food service committee to review performance, provide feedback, and make recommendations. The vendor shall participate as requested.

The solicitation is for shelf stable prepared food. It is a 100% small business set aside. Deliveries need to begin in April 2026. The government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, and past performance, quality, comparison with other offers, and administrative shipping cost with past performance that does not pose a risk to the government being the most important. The date for receipt of quotes is March 17, 2026, by 11:00 am.
