This solicitation is for the supply of 13 bakery items used as components in the Meal, Ready-to-Eat (MRE) program. The acquisition is a small business set aside and will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures. Offerors must submit product demonstration models (PDMs) and various plans including an Integrated Pest Management Plan, Food Defense Plan, Quality System Plan (QSP), and Surge and Sustainment Plan. Proposals are due by July 2, 2026. Delivery will be via delivery orders on an as-needed basis, F. O. B. destination. The contract will be an indefinite quantity contract with a performance period of five consecutive tiered delivery periods. Offerors must be registered in the System for Award Management (SAM. gov). Communication and submissions are primarily via email.
Delivery of RNC bakery components are F. O. B. destination, and one price must be offered for all Meal, Ready-to-Eat (MRE) assembler locations. Delivery orders will be issued on an as-needed basis, with a required delivery date of 60 days from issuance of the delivery order.
Payment will be made by the code specified in block 18a of the SF **** are to be submitted to the address shown in block 18a unless otherwise indicated.
The contract includes FAR clause ****, Warranty of Supplies of a Noncomplex Nature, which warrants that supplies will be free from defects in material or workmanship and conform to contract requirements for 6 months after delivery.
Awards will be based on the technically acceptable offer with the lowest, total evaluated price to the government under a per-line item evaluation approach.
Offerors must be registered in the System for Award Management (SAM. gov). Proposals will be evaluated for technical acceptability, including the submission of Product Demonstration Models (PDMs) and various required plans.
Failure to deliver required quantities by the date set forth by the assembler may result in termination of the contract by default.
Product Demonstration Models (PDMs) must be submitted for each line item on which an offeror intends to bid prior to the close of the solicitation.
Failure to submit any of the required documents (Integrated Pest Management Plan, Food Defense Plan, Quality System Plan, Surge and Sustainment Plan) may make an offeror ineligible for award. Late submissions of PDMs may also be cause for rejection of the proposal.
