The contractor shall be licensed by the territory in which the work is conducted and all work shall be performed by qualified personnel who are trained and qualified for the systems and equipment. The closing date for this requirement has been extended to 30 July 2026.

Warranty of supplies of a noncomplex nature is included, with a duration of 12 months and 45 days after discovery of defect.

Offerors must be government approved sources of supply. Distributors must submit a copy of their authorized distributor letter. Companies must have engineering source approval by the Naval Air Systems Command for flight critical components.

A pre-award survey and post-award conference may be required for all new manufacturers.

First Article Testing is required for this item.

Offers received from sources which are not government approved sources of supply will be deemed technically unacceptable and ineligible for award. Offers of refurbished, remanufactured, or repaired material will not be acceptable.

An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity. The qualification procedures must be approved by the government engineering activity having jurisdiction over the part in the intended application.

Offers received within 45 days after date of publication of this synopsis will be considered by the government. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.

Offers received which fail to provide all data required by the source approval brochure or document previous submission of all data required by the source approval brochure will not be considered for award under this solicitation. if evaluation of a source approval request submitted hereunder cannot be processed in time and or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on fleet support needs.

Delivery timelines include 504 days ARO for the main quantity, 90 days ARO for First Article Testing (FAT), and 180 days ARO for the first production lot (PLT).

The government will evaluate offerors based on price, delivery timeframe, and past performance. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.

This item is a critical safety item (CSI) requiring engineering source approval by the Naval Air Systems Command. Only approved companies will be eligible for award. Companies not previously approved must submit a source approval request with their proposal.

Failure to deliver production lot samples for testing within the specified time, or disapproval of samples, may result in termination for default.

First article testing and production lot testing are required. Samples may be refurbished and considered production items if they can be brought to a ready-for-issue condition and have inspection approval.

Offers that fail to provide all data required by the source approval brochure will not be considered for award. Failure to submit a bilateral agreement with MDA by the contract award date will result in the offer not being considered.
