Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment.
The contractor warrants that should the desired results not be achieved, as described in 3. 2 Vegetation Control Objectives, the contractor will, at no additional cost to the service, reapply the herbicide to those areas where targeted vegetative growth continues. The determination as to the acceptable performance of the contractor and the need to reapply the herbicides will rest solely with the project officer, or an authorized representative.
The contract will be awarded to the vendor who proposes the best value product which meets the specifications. Award will be made to a responsible source pursuant to FAR subpart 9. 1.
All responsible sources may submit a quote, which shall be considered by the agency. The contractor, all of its employees, and any subcontractors performing any of the work under this contract shall possess a valid state commercial herbicide applicators license for the state in which work is being performed and shall comply with all federal, state, and local laws and regulations applicable to the contract work and to the products and materials used by the contractor in performing that work. In order to have a quote considered for award, respondent must be registered at the System for Award Management (SAM) website www. ***. *. * as an active vendor by the time an award decision is necessary.
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
