Proposals are due by 2:00 p. m. CT on July 27, 2026. Late submissions will not be accepted.

The district will evaluate proposals based on compliance with RFP requirements, financial resources, ability to perform, firm's qualifications, quality of previous performance, potential cost, reference information, and results of reviews, demonstrations, and interviews.

Firms must be qualified and experienced, capable of providing the software platform and mandatory services. Proposals may be disqualified if they have reservations or qualifications regarding the required services.

Proposals should include sample materials created using the software platform.

Proposals may be rejected if they do not contain all required information, do not comply with RFP documents, are received after the deadline, or if a firm attempts to communicate with district personnel outside of the designated channels.

Sealed bids will be received up to 4:30 p. m. HST on July 3, 2026, or as received through addenda if applicable.

The state shall have thirty 30 calendar days after receipt of invoice or satisfactory delivery of goods to make payment. The state will reject any bid submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by HRS ****.

Awards, if made, shall be issued to no more than one responsive and responsible bidder whose proposal is determined to be technically acceptable and offers the best overall value to the procurement.

Bidder must be compliant with all laws governing entities doing business in the state, including general excise tax law, Hawaii employment security law, workers compensation law, temporary disability insurance, prepaid health care act, and must provide a certificate of good standing.

If a contractor consistently needs to substitute or refuse to substitute products, the procurement officer reserves the right to terminate the contract and/or initiate suspension and debarment procedures.

Any protest shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of bids.

Failure to provide valid compliance certificates on a timely basis for award of a contract may result in a bidder not receiving the award. Failure to provide and keep in force required insurance shall constitute a material default under the contract.
