The Carmichael Water District is seeking bids for the La Vista Well Tank Facility Paving Project. The project involves asphalt concrete paving of a newly constructed water storage tank and booster pump station facility, as well as paving of La Vista Avenue and a concrete driveway at Marconi Avenue. Bidders must attend a mandatory prebid conference on April 21, 2026. Sealed bids are due by 2:00 p. m. on May 7, 2026, at the Carmichael Water District office. Bids must be accompanied by a bid bond of at least 10 percent of the bid amount. The successful bidder will be required to furnish payment and performance bonds, and insurance. Contractors must possess a Class A license and be registered with the Department of Industrial Relations. Subcontractors must also be registered. The contract completion time is 45 days from the notice to proceed. Liquidated damages of **** per day will be assessed for delays.
Bids are due by 2:00 p. m. on Thursday, May 7, 2026.
The district will pay the contractor ninety-five 95 percent of the amount of each properly submitted and undisputed progress payment request. Five 5 percent of the amount of each payment request shall be retained by the district until final completion and acceptance of all work under the contract.
The contractor unconditionally guarantees all materials and workmanship furnished hereunder, and agrees to repair or replace or both at its sole cost and expense, and to the satisfaction of the engineer and the district, any and all materials which may be defective or improperly installed. The guarantees and warranties shall remain in effect for one year from the date of recording a notice of completion.
The award of the contract, if it is awarded, will be to the lowest responsible and responsive bidder whose bid complies with the requirements of the contract documents.
Bidders must comply with the instructions to bidders in the contract documents. The successful bidder must possess a Class A, General Engineering, contractor's license issued by the state of California. Bidders must be registered and qualified to perform public work with the department of industrial relations.
The contractor shall forfeit as penalty to the district not more than the sum of two hundred dollars $200 and not less than forty dollars $40 for each calendar day or portion thereof for each worker paid less than the stipulated prevailing rates. Failure to execute the contract after award may result in forfeiture of the bid bond.
A mandatory prebid conference will be held on Tuesday, April 21, 2026 at 9:00 a. m. local time at the site of the project, **** La Vista Avenue, **** is suggested that each prospective bidder review the bid documents and project site prior to the prebid conference.
The contractor shall furnish, without additional cost to the owner, such quantities of construction materials as may be required by the engineer for test purposes.
Any bid protest must be submitted in writing to the district before 5:00 p. m. of the fifth working day following the bid opening.
