Service providers must be certified, qualified, trained, and efficient in the trade. Response pricing must reflect net 45 payment terms.

Responses will be evaluated based on experience and qualifications (60%), cultural competence (10%), technical requirements (10%), fiscal responsibility (10%), and workplan and timeline (10%). Past performance may also be considered.

Respondents must be an Applied Behavior Analysis (ABA) services provider within or around Wayne County, Michigan. Preferred qualifications include having service locations within Wayne County, specific training, and a good audit score.

Written questions regarding the substance of the RFQ or scope of services must be submitted by Thursday, July 16, 2026, at 2:00 p. m. local time.

Causes for disqualification include evidence of collusion, lack of competency or responsibility, uncompleted work that might hinder completion, being in arrears, litigation with DWINH, or having defaulted on previous contracts.
