This Request for Proposals (RFP) from the Health and Human Services Commission (HHSC) on behalf of the Blind Children's Vocational Discovery and Development Program (BCVDDP) seeks to award four contracts for music therapy services for blind and visually impaired eligible individuals in Texas, aged birth to 22. Services include individual, group, and optional in-home music therapy sessions. Virtual sessions may be considered as an alternative if in-person services are not possible. Contractors must ensure their facilities are accessible and equipped for visually impaired individuals. A board-certified music therapist is preferred. The RFP outlines contractor responsibilities, including service planning, session components, curriculum focus areas, and material provision. It also details cancellation policies, staff requirements (including board-certified music therapists and direct care staff), and payment/invoicing procedures. The contract term is initially two years with options for extension. Evaluation will be based on best value, considering facility requirements, experience, staffing plan, project work plan, and cost. The submission deadline for proposals is April 17, 2026.
The deadline for submission of solicitation responses is April 17, 2026, at 10:30 am Central Time. Responses must be received by HHSC by this deadline.
Contractors must submit an invoice for completed sessions and provide documentation confirming participant attendance no later than thirty (30) days after the date of service. For individual sessions, progress notes for each eligible individual are required. For group sessions, an attendance report and a summary with progress notes are required.
The final selection for award will be based on best value, determined by scoring against criteria including facility requirements, experience, staffing plan, project work plan, and cost. HHSC is not obligated to select the lowest priced solicitation response but will make an award to the respondent that provides the best value to the State of Texas.
Respondents must have at least two years of experience providing music therapy services to eligible individuals with blind and visual impairments, experience with individuals with multiple disabilities, and employ or be a board-certified music therapist. They must also be financially solvent and adequately capitalized.
If contractors fail to perform at the level defined in the contract requirements, corrective actions may include submitting a corrective action plan, withholding of payment, or termination for default.
The RFP does not require sample submissions.
The deadline for submitting questions or requests for clarification is March 23, 2026, at 5:00 pm Central Time.
