In evaluating bids, the city shall consider the qualifications of the bidders, and, where applicable, operating costs, delivery time, maintenance requirements, performance data, and guarantees of materials and equipment.

Protests about the bid procedure must be in writing and received no later than ten business days after notification regarding the contract award decision.
Submission of additional terms, conditions or agreements with the bid document is grounds for deeming a bid nonresponsive and may result in bid rejection.
