Geotextile Drainage Government Bids & RFPs

Bids are due by 2:00 PM on Thursday, August 6, 2026.

If the work is scheduled for completion in 30 or fewer calendar days, payment will be made upon completion and approval. For work exceeding 30 days, monthly progress payments will be made. A 5% retention will be deducted from each approved progress estimate.

The city intends to award the contract to the responsive and responsible bidder with the lowest bid total.

Contractors must possess a valid Class A general engineering contractor license and a valid City of Arroyo Grande business license prior to award. Contractors and subcontractors must be registered with the Department of Industrial Relations.

Contractors shall pay $500 per day for each calendar day of delay beyond the 20 working days contract time.

Protests must be filed no later than five (5) working days after the bid opening date or notification of a rejected bid.

Failure to provide proof of contractor registration as part of the bid will deem the bid nonresponsive and rejected. Failure to provide valid CARB Certificates of Reported Compliance may render the bid nonresponsive.

Bids will be received until 12:00 p. m. local time on August 4, 2026. The work will be substantially completed within 45 days after the contract times commence to run and completed and ready for final payment within 60 days after the contract times commence to run.

Progress payments will be made on the basis of contractors applications for payment, with 95% of work completed paid and 5% retained. Upon substantial completion, retainage will cease if work is satisfactory. Final payment will be made upon final completion and acceptance of the work.

The contract will be awarded to the lowest, responsible, and responsive bidder.

Each bidder must be prepared to submit detailed written evidence of qualifications, including financial data and previous experience, upon request within five days after bid opening. Contractors must be registered with the New York State Department of Labor.

Liquidated damages are set at **** per day for substantial completion delays and **** per day for final completion delays.

A pre-bid conference will be held at 9:00 a. m. on July 16, 2026, at the project site. Bidders are encouraged to attend. Examination of the site is the responsibility of each bidder before submitting a bid.

Failure to provide a valid and verifiable NYSDOL registration number at the time of bid submission will result in disqualification. Bids received from contractors not on the official plan holders list will not be accepted.
