Proposals must be physically received by 2:00 PM on Monday, August 24, 2026. Late proposals will be considered untimely and ineligible for review. The proposal must physically be received at the listed office by the date and time specified regardless of the delivery service used.

All vendor payments are processed through the State of Alabama Accounting and Resource System (STAARS). All vendors must register with STAARS vendor self service.

Proposals will be scored based on understanding and responsiveness to the RFP, organizational experience, quality/completeness/responsiveness of the program description, readiness to implement, and budget/budget narrative. Public or private nonprofit organizations certified by ADMH to provide prevention or substance use treatment services, or approved to provide recovery support services. Organizations must be registered with the Alabama Secretary of State and enrolled in e-Verify if contracted with the state. A bona fide prospective bidder or offeror may file a notice of intent to protest within five calendar days after the solicitation is issued. Awards will be made based on the evaluation factors set forth in the RFP, funding availability, program priorities, geographic distribution, project diversity, budget reasonableness, and the best interests of the state.

Offerors must demonstrate adequate resources, facilities, personnel, service reputation, and experience to perform the services described in the proposal. Key personnel qualifications will also be evaluated.

The procurement code imposes civil, misdemeanor, and felony criminal penalties for its violation. New Mexico criminal statutes also impose penalties for bribes, gratuities, and kickbacks.

Protests must be submitted in accordance with applicable law and procurement regulations to the protest manager identified in section I. D. 2.

Failure to submit a signed letter of transmittal, a signed campaign contribution disclosure form, or to adhere to proposal submission requirements may result in disqualification.

HCA anticipates making approximately $47,048,**** available through this procurement.

The contract will be awarded to the proposer whose proposal is deemed to be the most advantageous to HCPS based on recognition, suitability, appropriateness of program, overall ability to meet needs, and financial value.

Proposers must submit a proposal including an organization overview, experience of personnel, statement of purpose, references, student/school information, success outcomes, timeline, and budget. Staff must pass criminal background checks.

Any indication of failure to meet Harford County Public Schools standards for delivery of services or inappropriate billing practices may be cause for immediate termination of the services.

HCPS reserves the right to terminate the contract at any time if the proposer is in material breach of any obligation of the contract, or for its convenience.
