Proposals are due by September 03, 2026, 3:00 PM PT.

Contractor shall submit invoices for services performed and allowable expenses incurred. Each invoice must describe with particularity all services and expenses for which payment is requested, and must include the dates the services were performed or expenses were incurred. Contractor shall provide itemized receipts documenting any travel related expense allowed under exhibit A for which contractor is requesting reimbursement. All invoices must be submitted to ***@***. *. *, or to such other address as SAIF provides by written notice to contractor. Each invoice must include a valid SAIF purchase order PO number. Invoices submitted without a PO number will be considered incomplete and may result in delays to payment processing.

Contractor warrants all services and all labor for 90 days following performance.

SAIF will evaluate proposals based on proposed cost of services, qualifications of key persons, proposed contract terms, and references.

Proposers must be qualified and prepared to provide services to SAIF in the specified areas. Proposals must certify that the proposer meets all minimum requirements of section B of this RFP.

The deadline for proposer questions is August 13, 2026, 3:00 PM PT.

Proposals that do not meet minimum requirements will be classified as nonresponsive and SAIF will disqualify all nonresponsive proposals from further evaluation. Failure to comply with all requirements may result in proposal rejection.

Award will be made to the lowest priced offeror whose quote is technically acceptable and whose past performance is acceptable.

Offeror demonstrates satisfactory performance on similar contracts and has no terminations for cause or default within the past three 3 years.

Firms will be evaluated based on experience and expertise of project team members (20 points), history of previous experience in similar projects (15 points), results of reference checks (10 points), record for completing tasks on time and within budget (15 points), special capabilities (10 points), financial and insurance status, and ability to follow directions.
