The bid notice states that the Technical College System of Georgia (TCSG) is seeking a qualified supplier for the purchase of new A2L compatible R 454B unit trainers and West Georgia Technical College is seeking a qualified supplier for the purchase of six 6 Arcoaire package heat pumps.

The anticipated completion date for physical construction is 1,004 calendar days after receiving the notice to proceed.

Contractors are advised that Cybersecurity Maturity Model Certification (CMMC) Level 2 self-certification is required prior to obtaining the contract drawings containing CUI and prior to contract award. Solicitation documents may be restricted to only those offerors who demonstrate current CMMC Level 2 self-compliance. Prior to receiving solicitation documents with CUI, offerors must affirm their CMMC status to maintain eligibility. Failure to meet this requirement will result in elimination from further consideration. CMMC requirements apply to prime contractors and subcontractors throughout the supply chain at all tiers that will process, store, or transmit any FCI or CUI on contractor information systems in the performance of this DoD contract or subcontract. Prime contractors shall comply and shall require subcontractors to comply with and to flow down CMMC requirements, such that compliance will be required throughout the supply chain at all tiers with the applicable CMMC level and assessment type for each subcontract as follows: if a subcontractor will only process, store, or transmit FCI and not CUI in performance of the subcontract, then a CMMC status of Level 1 self is required for the subcontractor. If a subcontractor will process, store, or transmit CUI in performance of the subcontract, then a CMMC status of Level 2 self is the minimum requirement for the subcontractor. Pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul RFO ****(b), firms must be System for Award Management (SAM) registered at the time their bid is submitted. Bids from firms that have not registered or completed their online representations and certifications may be rejected. The initial registration process in SAM may take several weeks.

The estimated magnitude of construction is between $25M and $100M.

The bid proposals must be submitted by April 23, 2026, at 11:00 AM, prevailing time.

The Mayor and Council reserve the right to waive any informalities or defects in any bid, to reject any and all bids, or to accept such bids that, in the discretion of the council, are in the best interest of the borough.

Bidders are required to comply with the requirements of N. J. S. A. 10:5-31 et seq. and N. J. A. C. 17:27 regarding equal employment opportunity, as amended, New Jersey statutes title 19 fair and open process, the borough of Paramus and all other applicable laws.
