The first payment is 60% upon award, and the second final payment is 40% upon completion of services and acceptance of the final report. o first payment consisting of 60 of the contracted funds, payable upon award.

Contractors must be a for-profit or tax-exempt non-profit organization and have at least 5 years of experience. it is either: a forprofit organization incorporated under the laws of the state of hawaii or a non profit organization exempt from the federal income tax by the internal revenue service.
