Proposals must be received by the Single Point of Contact (SPC) on or before the opening date and time: 08/10/2026, 2:00 PM PT.

DEQ will work with the selected contractor to determine whether payment will be paid on a per-task or per-deliverable basis.

Proposals will be evaluated based on a combination of technical merit (Executive Summary/Company Profile, Project Implementation Plan, Key Persons/Qualifications/Experience/Resumes, Work Samples) and price. The total possible points for technical evaluation is 75, and the price evaluation is 30 points, for a total of 100 points.

There are no minimum qualification requirements for this RFP. However, proposals must meet minimum submission requirements and demonstrate compliance with Oregon tax laws.

Protests to the RFP must be received by the due date and time identified in the schedule. Protests to an amendment must be received by the due date identified in the amendment. Affected proposers have 7 calendar days from the date of the intent to award notice to file a written protest.

Agency may reject a proposal if the proposer fails to substantially comply with RFP procedures, has delinquent debt owed to the state, fails to meet responsibility requirements, makes inappropriate contact with state representatives, attempts to influence an evaluation committee member, or conditions the proposal on acceptance of non-authorized terms.

The budget for this five-year contract is not to exceed $300,000.

Proposals must be received no later than July 31, 2026, at 4:00 p. m. Proposals received after this date and time will not be considered for award.

The city will remit monthly payment net 30 days for all municipal collections. The company awarded the contract shall be paid within thirty 30 days of receipt of an invoice on invoices that are deemed as completed satisfactory work.

Selection will be based on the submitted proposal, outlining the company's history, size, and demonstrated ability. The city will also consider the proposed customer service approach. The citys selection process will be a twostep process: the first step will be an evaluation of the qualifications submitted in response to this request for proposals rfp.

The city is seeking information from qualified companies with experience and qualifications to serve as the city's contractor. The selected company will perform work under contract with city, using the citys standard services agreement.

Penalties are outlined for various service failures, including late collections, failure to collect spilled materials, leakage from vehicles, and material misrepresentation. A pre-proposal conference will be held on July 16, 2026, at 10 a. m. at City Hall, 606 Manitou Avenue, Manitou Springs, CO 80829. The purpose of this preproposal conference is to discuss this request for proposals.
