Offerors must be registered in the System for Award Management (SAM. gov) and provide documentation from the original equipment manufacturer (OEM) confirming they are an authorized reseller or distributor.

Quotations submitted without OEM authorization documentation may not be considered for award. Quotations that take exception to the terms and conditions of this solicitation may be rejected.

Quotes are due by 10:00 a. m. EST on August 3, 2026. Any response received later than the specified deadline may be disqualified.

Payment will be made upon receipt of a detailed invoice for proper performance of services. A separate invoice shall be issued for each shipment of material or service performed, and no payment shall be issued prior to receipt of material or service and correct invoice.

Contractor warrants that all material or service delivered under this contract shall conform to the specifications. Mere receipt of shipment of the material or service specified and any inspection incidental thereto by Jackson County shall not alter or affect the obligations of the contractor or the rights of Jackson County under the foregoing warranties.

The bid selected will be that response deemed most advantageous to Jackson County, based on pricing, references, and qualifications of the firm. The contract will be awarded to the most responsible bidder whose bid conforming to this solicitation will be most advantageous to the county, price and other factors considered.

Bidders must be in good standing in the state of Michigan with necessary licenses and permits. They must also provide a brief description of their firm and at least three references from companies or road departments for whom they have provided similar products or services. The firm will be competitively selected as having been qualified as defined within the qualification section of this RFB.
