Bids are requested for the purchase of L. P. Gas for cooperative bidding program participants. Bids will be opened on August 20th, 2026, at 2:00 PM. The contract period is October 1, 2026, to September 30, 2027, with an option to extend. Prices must include all transportation charges. The steering committee reserves the right to reject any or all bids. Samples may be requested. Bidders must be qualified and may be investigated. Awards will be made to the lowest responsible bidders. Failure to perform may result in purchasing from other sources at the contractor's expense. Delivery is required within 8 days of receipt of orders, and emergency deliveries must be made within 4 hours. Tanks will be provided by the successful bidder, who is responsible for maintenance, repairs, and liability insurance. Prices will fluctuate with the posted principle average price on OPIS Oil Price Daily at Selkirk, NY, with a fixed differential. Documentation verifying the price must be attached. Award will be based on delivered price/differential, service, and quality.
Delivery must be made as ordered and in accordance with the terms of the contract. Unless otherwise specified, delivery shall be made by the contractor, within eight 8 days of receipt of orders, time being of the essence. Emergency deliveries must be made within four 4 hours of a telephone call from the agency. Prompt delivery is required, and guaranteed delivery time will be considered in making award.
Contractor guarantees that the product supplied will meet or exceed the ASTM specifications for liquefied petroleum LP gas, designation D **** and NFPA58 standard for storage and handling. The awarded contractor must confirm acceptance of first delivery at each location prior to first delivery as a result of this contract.
Award will be made based on the delivered price/differential or . Service and quality will be determining factors. Contracts will be awarded to established dealers only, giving due consideration to past performance on contracts. Awards will be made to the lowest responsible bidders in conformity with the requirements set forth in the detailed specifications, the instructions to bidders, and the general and special conditions of the contract.
The bidder must be prepared, if requested by the steering committee, to present evidence of experience, ability and financial standing, as well as a statement as to plant, machinery and capacity of the manufacturer for the production and distribution of the commodity on which he is bidding. Contracts will be awarded to established dealers only, giving due consideration to past performance on contracts.
Upon failure of the contractor to deliver within 10 days, or failure to make immediate replacement of rejected commodities when so requested, the school district may purchase from other sources to replace the commodity rejected or not delivered. On all such purchases the contractor agrees to reimburse the school district promptly for costs in excess of the contract cost. If failure to comply with automatic conditions, L. P. gas will be ordered without notice from other sources and differential supplemental and/or service fees, will be billed to vendor.
The steering committee reserves the right to request a representative sample of the commodity at any time. Unless otherwise instructed, the sample shall be furnished within 10 days of the request. When samples are required, failure to submit them in accordance with instructions may be sufficient cause for not considering a bid or canceling an award.
A bidder may be disqualified from receiving awards if such bidder, or any one in employ, has previously failed to perform satisfactorily in connection with public bidding or contracts. If, in the opinion of the steering committee, it is found that the conditions of the proposal and specifications are not complied with, or that the items proposed to be furnished do not meet the requirements called for, or that the qualifications, financial standing or facilities are not satisfactory, this committee may recommend rejection of such a bid.
