This is a Request for Information (RFI) to identify potential sources capable of providing repair, manufacturing, sustaining engineering, program management, and related services for the AN/GSM397 Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs) and associated components supporting the F-15 aircraft. The government currently uses a sole source contract that expires September 9, 2028, but does not possess the necessary proprietary technical data, software, drawings, schematics, source code, interface documentation, or depot-level test procedures to perform the effort independently. Respondents are encouraged to identify commercial off-the-shelf (COTS), modified COTS, or non-developmental item (NDI) approaches. Samples are not available for evaluation. The contractor will be responsible for furnishing all material, support equipment, tooling, software, test equipment, engineering support, and services. Responses are due no later than close of business on June 18, 2026. Interested parties should provide concise responses demonstrating current and/or planned capability, including technical capability, relevant experience, production capacity, engineering capability, proprietary data access approach, software sustainment capability, test equipment capability, and program management capability. Generic marketing material is discouraged. Joint ventures and teaming arrangements are encouraged. All proprietary information must be clearly marked. Responses to this RFI are due no later than close of business on June 18, 2026.
The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited.
