A vendor or its subcontractor who has sued the city in the past ten years regarding project-related claims is not eligible for consideration. if within the past ten 10 years, the vendor or any of its proposed subcontractors has sued the city of farmington hills, or has been sued by the city of farmington hills, with respect to project related claim or issue, the vendor shall not be eligible for consideration.
