Project involves creek crossing protection for sanitary sewer construction. Bids are due by October 31, 2026. An optional pre-bid meeting is scheduled for August 6, 2026. Contractors must comply with Illinois prevailing wage laws, steel products procurement act, and other state and federal regulations. Bidders must be registered to do business in Illinois and have relevant experience. The contract will be awarded to the lowest responsive, responsible bidder. Insurance and bonds are required. No interpretation of documents will be made orally.
The completion date for the project is October 31, 2026.
Completed operations coverages and bonds shall remain in force for a period of two 2 years following acceptance of the project and completed operations shall stay in force for two 2 years following completion of the project.
The contract will be awarded to the lowest responsive, responsible bidder.
The bidder must be registered to do business in Illinois, have a permanent business office within 40 miles of the FRSA office, and possess appropriate financial, material, equipment, facility, and personnel resources. The bidder must also document at least three contracts for sanitary sewer system work within the past five years of equal or greater value to the bid being submitted.
If the bidder fails to execute the contract and furnish the required bond and insurance within five days after receipt of a deficiency notice, the amount of his deposit shall be forfeited and retained by FRSA as liquidated damages.
An optional pre-bid meeting will be held on Thursday, August 6, 2026, at 10:00 a. m. in the FRSA board room at **** Kishwaukee Street, Rockford, Illinois.
Failure to submit executed original copies of the Fair Employment Practices Affidavit of Compliance and the Affidavit of Compliance: Responsible Bidder Ordinance with the proposal may constitute sufficient cause for rejection of the bid. FRSA reserves the right to reject any bid if the evidence submitted in the statement of the bidder's qualifications fails to satisfy FRSA that such bidder is properly qualified.
