Sealed bids must be received at the address specified in the invitation for bids prior to bid opening time. The bid opening is scheduled for July 30, 2026, at 2:00 PM CST.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later.

The manufacturers standard warranty will apply unless otherwise specified in the IFB.

Award will be made to the lowest responsible bidder, taking into consideration the quality of the products to be supplied, their conformity with specifications, the purposes for which they are required, and the time for delivery.

Bidders must be registered and in good standing with the Louisiana Secretary of State if holding a purchase order and/or contract over $25,000. Bidders must also certify compliance with federal laws regarding suspension or debarment.

Failure to deliver within the time specified in the bid will constitute a default and may cause cancellation of the contract. The college may purchase products/services on the open market and charge the contractor for excess costs.

Bids not submitted on the states standard forms, filled out in pencil, or containing no signature indicating intent to be bound may not be accepted. Failure to comply with FOB destination requirement may disqualify the bid.

All items must be delivered within 30 calendar days of award. Vendor-performed delivery and setup, including placement and inspection, is required.

Payment will be made after delivery and acceptance. Invoices are to be submitted electronically via email to a point of contact to be identified after award.

Offerors must provide product warranties, manuals, and technical support consistent with manufacturer standards. Warranty service procedures and parts availability must be identified.

Award will be made based on a value-based comparative evaluation, considering price, technical capability, and past performance. Technical and past performance factors are significantly more important than price.

The acquisition is a 100% VOSB (Veteran Owned Small Business) set-aside. Offerors must be certified and listed in the SBA certification database.

Failure to provide a complete quote as required by the RFQ may result in the quote being unacceptable and eliminated from consideration for award. Noncompliance with RFQ requirements may raise serious questions regarding a vendor's technical and/or cost performance.

The bid opening datetime is November 26, ****, at 11:00 AM. Bids must be received before this opening datetime.

The bid notice states that payment terms are net 30 days after receipt of a properly executed invoice or delivery and acceptance, whichever is later.

The manufacturers standard published warranty and provisions shall apply, unless more stringent warranties are otherwise required by Sowela and specified in the solicitation.

Sowela reserves the right to award items separately, grouped, or on an all-or-none basis, as deemed in its best interest.

Bid submissions must be signed by a person authorized to bind the vendor, and specific documentation may be required to prove this authority.

Delinquent payment penalties are mandated and governed by Louisiana R. S. 39:1695. Vendor penalties to the contrary shall be null and void.

Written inquiries for interpretation must be received in the Sowela office of purchasing no later than five 5 calendar days prior to the opening of bids.

Late delivery of a bid for any reason, including late delivery by United States mail, or express delivery, shall disqualify the bid.

The bid notice states that the county seeks a qualified contractor.
