The solicitation end date has been extended to July 18, 2026, 1 PM EST. The contractor shall accomplish the ICARMS 4 modernization effort within 24 months after receipt of order.

In accordance with DFARS clause ****, electronic submission of payment requests and receiving reports via Wide Area Workflow (WAWF) is required.

The contractor shall provide technical support, including repairs, parts, travel, and per diem, for a period of 12 months following acceptance of the upgraded system by the government. This warranty coverage will be limited to the upgraded components of the system.

This requirement is being solicited as a single source requirement and awarded as a purchase order to the original equipment manufacturer (OEM): Northrop Grumman Systems Corp. Financial capability requirements are detailed in Section L.

Prospective vendors must demonstrate adequate financial resources to perform this contract. Offerors shall provide any two or three of the financial capability indicators listed in Section L.

The government reserves the right to visit the contractors facilities to resolve any issues. Meetings and reviews will generally be held at Robins AFB.

Failure to provide documentation of EMS training may result in termination of the contract. Failure to provide task specific procedures in the safety plan may result in the plan being returned as not accepted.

The magnitude of constructions is between 1,000,**** and 5,000,****.

The contractor shall complete all work within 60 calendar days after notice to proceed (NTP).

Payments will be made by electronic funds transfer (EFT). Invoices must be submitted electronically to ***@***. *. * Prompt Pay Act does not apply to GPO.

A minimum one-year warranty on labor and installation is required, along with manufacturer warranties on fabrics and operating hardware. The warranty begins upon government acceptance.

The government intends to award a single firm-fixed-price purchase order based on the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors (Lowest Price Technically Acceptable - LPTA).

Offerors must be registered in the System for Award Management (SAM). Attendance at the mandatory site survey is required; failure to attend will deem the offeror ineligible for award.

The contractor shall provide fabric samples, color selections, and fascia finish samples as part of the submittals prior to fabrication.

Offerors that do not attend the scheduled site survey will be deemed ineligible for award. Failure to comply with security requirements may result in removal from the site and possible termination of the contract.

Emergency requests require delivery within eight (8) hours. High priority requests require delivery within seventy-two (72) hours. Routine requests require delivery within five (5) days.

All payments will be made via electronic funds transfer (EFT). Awarded vendors must register in the vendor self-service system to receive payment.

Repairs shall be guaranteed not to leak for one full year from the date of the repair. The contractor shall guarantee product against any defect in workmanship or materials.

Award will be made after evaluating the prices, responsiveness, and responsibility of each bidder. Responsiveness includes completeness of material, documents, and information, and a complete bid form without irregularities. Responsibility includes the ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, quality of performance, technical experience, personnel, equipment, and financial means of the bidder.

To be considered responsive, the contractor must be registered and licensed in the state of Georgia, if such registration or license is normally required. The contractor shall maintain its license for the duration of the agreement.

In case of default by the successful bidder, Fulton County may procure the articles or services from another source and hold the successful bidder responsible for any resultant excess cost.

There will not be a scheduled site visit for this project.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such basis, but in no event shall any protest be submitted more than ten business days after the award of the contract.

Submission of more than one bid for the same work, evidence of collusion, previous participation in collusive bidding, submission of an unbalanced bid, or lack of competency of bidder may be considered as sufficient for disqualification.
