Quotes are due no later than end of day, Friday, July 10, 2026.

Payment will be made on a firm-fixed-price (FFP) basis for CLINs **** through **** and ****, subject to ABMC acceptance. ABMC may withhold up to ten percent (10%) of the firm-fixed-price value for CLINs **** through **** and any exercised CLIN **** and CLIN **** until ABMC accepts the deliverables for that CLIN.

Proposals will be evaluated using a best value tradeoff approach. Award will be made to the contractor whose proposal provides the best overall value to ABMC considering technical merit, experience, and price.

Key personnel must be favorably adjudicated for ABMC tier 1 suitability or clearance eligibility within two (2) weeks of project kickoff. All contractor personnel performing work must comply with FAR ****, FAR ****, and applicable suitability requirements.

Questions are due no later than end of day, Tuesday, June 23, 2026.

Failure to achieve favorable adjudication for key personnel within the specified timeframe may result in removal from the project at no cost to the government. ABMC may pursue contractual remedies, up to and including termination.

Proposals must be received by the Sewerage and Water Board of New Orleans Procurement Department by July 14, 2026, at 11:00 a. m. CST. Late proposals will not be accepted.

Payments will be made by the agency within approximately forty-five (45) calendar days after receipt of a properly executed invoice, and approval by the department or designee.

The selection committee will evaluate proposals based on qualitative criteria first, including ability to meet functional and technical requirements, implementation approach, proposer viability, and DBE requirements. Price evaluation will follow.

Proposers must demonstrate their qualifications to perform the needed services and attend all factors applicable in a professional relationship. This includes providing company background, financial information, and client references.

A mandatory pre-bid conference will be held on June 23, 2026, at 10:00 am CST at the SWBNO Administration Building, 625 St. Joseph St. Executive Boardroom, New Orleans, LA ****.

Any formal protest against the recommendation of award must be submitted in writing to the Procurement Director, Cashanna K. Moses at ***@***. *. * according to Sewerage and Water Board of New Orleans Policy 83R: Procedural Rules for Bid Appeals.

Proposers' failure to attend the mandatory pre-proposal conference will result in disqualification. Breaking the established prohibition on communication may also result in disqualification.
