Body Armor Government Bids & RFPs

Proposals must be received no later than 3:00 PM local time on October 21, 2026. all proposals are to be sentsubmitted to the state of delaware and received no later than 3: 00 pm local time on october 21, 2026.

The state will pay within 30 days of receipt of billing. the state will pay vendor monthly, within thirty 30 days of receipt of the vendors billing and authorize and process for payment each invoice within thirty 30 days after the date of receipt of a correct invoice.

Best value based on multiple criteria. the state seeks qualified vendors to provide law enforcement and homeland security equipment and supplies on an asneeded basis. the state intends to award contracts to responsible offerors that provide the best value through demonstrated experience, service capability, product quality, and competitive pricing.

Vendors must provide financial information, references, and experience. financial information balance sheets and income statements for the past three years and at least three references are required.

Samples may be required for evaluation. samples or brochures may be required by the agency for evaluation purposes.

Protests must be brought to attention no later than 10 calendar days before proposal opening. protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, no later than ten 10 calendar days prior to the time set for opening of the proposals.

Nonattendance of mandatory prebid meetings, collusion, or unsatisfactory performance can cause disqualification. nonattendance of mandatory prebid meetings shall be cause of disqualification and evidence of collusion among vendors are listed as causes.
