Responses must be received by 07/15/2026, 10:30 am Central Time. The anticipated contract start date is 09/01/2026.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices are submitted monthly and must describe work completed in detail. The agency must acknowledge satisfactory performance before approving payment.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel must have at least three years of relevant experience and hold certifications such as CLVT, COMS, CVRT, or CATIS. A minimum of three verifiable references are required.

Failure to correct deficiencies in a timely manner may result in delayed payment or nonpayment. Noncompliance with certain requirements may result in termination of the contract.

Submitting exceptions to the IFB, including assumptions, may lead to disqualification. Failure to comply with communication restrictions or submission requirements can also result in disqualification.

The offer due date is July 27, 2026, at 17:00 hrs local time.

Payment will be made by the Financial Management Officer, American Embassy Kathmandu. Invoices should be submitted to the office identified in block 18b of the **** Added Tax (VAT) should be shown as a separate item on invoices.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must provide proof of SAM registration, demonstrate prior experience with relevant past performance information and references, and provide evidence of necessary personnel, equipment, and financial resources. They must also address their plan to obtain local licenses and permits.

A site visit is mandatory and will be held on June 15, 2026, at 10:00 am local time at Phora Durbar, Kantipath. Prospective offerors should contact ***@***. *. * for additional information or to arrange entry.

Offers that are unreasonably low or high in price may be rejected. Failure to comply with solicitation terms, including technical information requirements, can lead to disqualification.

The bid due date is July 7, 2026, at 10:00 AM. If the district is officially closed on this date, the submission deadline will be the next day the district is officially open.

Payment will be made monthly based on the number of days transportation was provided. An itemized invoice should be submitted to the accounts payable department. Payment will only be made for fulfilled contracted transportation aspects.

The contract will be awarded to the lowest responsible and responsive bidder whose bid meets the requirements of the IFB. Selection will be based on the proposer's demonstrated ability to meet district needs, with pricing serving as a primary evaluation factor.

Bidders shall make all investigations necessary to thoroughly inform themselves about the district and are responsible for conducting all necessary investigations to fully understand the district's requirements and existing conditions.

Failure to adhere to bid conditions may subject the contract to cancellation upon ten days' written notice. The original contractor will be responsible for indemnifying the district for costs incurred in obtaining a new contract and for any increase in costs of services.

The district reserves the right to reject any bid where investigation and evaluation of the vendor's qualifications indicate that the vendor may not promptly and efficiently complete the services as per the specifications.

All work must be completed no later than September 25, 2026.

Respondents must be qualified, licensed, and insured dealers, contractors, or installers.

The estimated budget for this project is 100,000.
