This is a public tender notice from Mercer County, New Jersey, for the supply, installation, configuration, testing, and support of induction hearing loop systems at various Mercer County library locations. The project aims to improve accessibility for individuals who are hard of hearing. The scope of work includes installing undercounter hearing loop systems at service desks and a large-area system in a community room. The contractor must provide all materials, labor, and equipment, and ensure compliance with ADA accessibility requirements and industry standards, including IEC 601184. The county of Mercer shall pay the submitted bill not more than 30 calendar days after the receipt of the bill by the owners representative if the contractor has performed in accordance with the contract and the work has been approved and certified by the owners representative. The billing shall be deemed approved and certified 20 calendar days after the owners representative receives it, unless the owners representative provides, before the end of the 20day period, a written statement of the amount withheld and the reason for withholding payment.
All equipment shall be provided with appropriate manufacturer warranties, including a manufacturer warranty of no less than 3 to 5 years for loop amplifiers, a warranty of no less than 1 to 2 years for microphones, loop listeners, cables, and connectors, and a warranty of no less than 7 to 10 years for induction loop circuits.
Contract shall be awarded to the lowest responsible bidder as declared by the county of Mercer.
Bidders and subcontractors shall have experience in similar projects. Bidders shall provide three verifiable references.
Pursuant to N. J. S. A. 40a: ****, liquidated damages may be assessed for the violation of any of the terms of the contract, the failure to perform the contract in accordance with its terms and conditions and/or terms and conditions of N. J. S. A. 40a: 111, et seq.
If so requested, the vendor shall submit a sample of the units or merchandise.
Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids.
Failure to submit any of the required items in the bid document checklist is a mandatory cause for rejection of the bid.
