Compensation will be on a reimbursement basis only and will be based solely on the proposed project budget budget and scope of work sow supplied by the applicant, and accepted by massdep, as the eligible costs of the proposal.

The review committee will evaluate and score the grant applications from eligible entities as previously defined in section 1. 3eligibleentities. of this grant opportunity who proposed eligible projects, based upon the following criteria: project description 10 points. . .

Does the application describe the qualifications of the eligible entity, their contractors, the project manager, and any other staffing assigned to carry out the proposed project?

total funding available: up to 830, 000.

Tasks associated with this contract will be time and materials based according to the rate schedule provided.

Selection criteria include project understanding and approach (30 points max), experience (25 points max), proposed team (10 points max), proposed schedule and deliverables (25 points max), and estimated cost (10 points max).

Successful firms will demonstrate their expertise, specific project approaches and a successful history of providing these services to similarly sized organizations.

Each respondent must have a representative attend the presubmission meeting in its entirety.

Question submission deadline: 4: 00 pm, September 28, 2026.

Failure to attend the mandatory presubmission meeting will render the respondents submission nonresponsive and ineligible for consideration.

Proposals must be received no later than 2:00 p. m. on tuesday, october 20, 2026.

The evaluation of the statement of qualifications will be based primarily on the following: competency of the engineering firm to provide the required services, as indicated by the technical training, education and experience of the firms personnel who would be assigned to provide the services, ability in terms of workload and availability of qualified personnel to perform the required consulting services competently and expeditiously, past performance as reflected by the evaluations and references of previous or current municipal clients with respect to factors such as control of costs, quality of work, and meeting deadlines, billing rates and other similar factors.

Proposer responses must include, at a minimum, the following: demonstration of previous experience with similar municipal consulting engagements in the capital region.
