Land Leveling Government Bids & RFPs

The construction covered by the contract documents shall be substantially completed within 10 consecutive calendar days from the date specified in the notice to proceed issued by the City of Lubbock to the successful bidder.

All payments due to contractor shall be made in accordance with the provisions of the general conditions of the contract documents.

All equipment and materials incorporated in the project and all construction shall be guaranteed against defective materials and workmanship. Prior to final acceptance, the contractor shall furnish to the owner, a written general guarantee which shall provide that the contractor shall remedy any defects in the work, and pay for any and all damages of any nature whatsoever resulting in such defects, when such defects appear within one year from date of final acceptance of the work as a result of defective materials or workmanship, at no cost to the owner City of Lubbock.

All bids are evaluated for compliance with specifications before the bid price is considered. Response to specifications is primary in determining the best low bid.

The bidder may be required before the award of any contract to show to the complete satisfaction of the City of Lubbock that it has the necessary facilities, ability, and financial resources to provide the service specified therein in a satisfactory manner.

The contractor shall forfeit as a penalty to the City of Lubbock on whose behalf this contract is made, sixty dollars ($60) for each laborer, workman, or mechanic employed for each calendar day, or portion thereof, such laborer, workman, or mechanic is paid less than the wages assigned to his particular classification as set forth in the schedule of general prevailing rate of per diem wages included in these contract documents.

It shall be each bidder's sole responsibility to inspect the site of the work and to inform bidder regarding all local conditions under which the work is to be done.

All protests regarding the ITB process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.

The estimated budget for this project is $75,000.

The bid submission deadline is May 4, 2026, at 11:00 AM EDT, as stated in the bid notice: until 11:00 am, on monday, may 4, 2026 at which time they will be opened and posted shortly thereafter.

The Washington Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and/or portions of the project depending on budgetary constraints and to waive any technicalities deemed to be in the best interest of the township.

Bidders may be either a Penndot prequalified prime or sub contractor and must supply proof of prequalification.

All bidders are invited to review the project with the township.

The contractor offeror shall ensure all commercial grade A/V equipment is on ground with appropriate installation labor to install said equipment with a target completion date of no later than 30 days after award of contract.

The bid notice requests prompt payment discount terms, such as Net 30.

All equipment is covered by the respective manufacturers standard warranty. Installation workmanship is guaranteed for 1 year from project completion. The contractor shall respond to emergency support requests within 48 hours of notification.

The award will be based on best value to the government in accordance with FAR Part 12, considering technical capability of the item offered, price, and past performance history, with technical capability being weighted higher than price.

Offerors must be responsible and their quotes must conform to the solicitation. They must provide detailed specifications and product literature that sufficiently describe the products being offered. Quotes submitted without detailed product information or that only restate the government-provided specification will not be considered acceptable.

The bid notice does not mention the submission of samples.

All questions concerning this requirement must be submitted by Friday, 3 April, 2026, at 10:00 am CDT. Questions will be answered via an amendment to this solicitation by Tuesday, 7 April, 2026.
