Payment will be based on actual quantities authorized and satisfactorily completed. The contract type is a requirements contract. The agency will retain one contractor to fulfill service requests on a purchase order basis.

The total evaluated bid shall be used to establish the ranking of responsive and responsible bidders. The agency intends to award pursuant to a low bid basis and may establish a contractor pool. In addition to price, the agency shall consider responsiveness and responsibility.

Bidders must have a minimum of three years of documented experience in commercial tree services, demonstrate adequate personnel, equipment, and financial capacity, and employ or retain an ISA certified arborist (preferred). They must also possess required Pennsylvania pesticide licenses if chemical applications are proposed and provide documentation of safety training.

Failure to meet emergency response times may result in reassignment of work or removal from the contractor pool. Unauthorized assignments may result in contract cancellation or partial/total forfeiture of payments.

Failure to comply with IFB requirements, including submitting incomplete bids or offering alternate services, may result in disqualification. Failure to obtain documents from the eprocurement marketplace will result in rejection. Failure to provide requested documentation within the required time period may result in the bidder being determined non-responsible.

All bid proposals shall be reviewed by the program manager to determine the lowest responsible bid. The total bid price must be within 15 of the written estimate prepared by the inspection staff at the time of the initial inspection.

All general contractors working with the city of council bluffs lead hazard reduction lhr program must have attended an approved training session and be certified as a lead abatement contractor andor lead abatement worker and licensed with the iowa department of public health.
