Evaluation is based on qualifications: years of experience (40 points), references (25 points), experience with Native American foods (15 points), and Native American-owned business status (20 points). Payment terms are net 30 days.

All bidders are required to have experience in public and historical preservation.

The RFP includes two onsite visits to the future Doc's Cafe site on July 24, 2026, at 10:00 am and on July 28, 2026, at 10:00 am. Bidders are not required to attend both onsite visits.

Bids will not be accepted from bidders that do not attend mandatory prebid conferences.

Bids are due by 2:00 PM CT on August 14, 2026. Services are contracted from September 1, 2026, through August 31, 2028.

TPWD will pay upon completion of each Becoming Outdoor Woman BOW workshop event. Payment normally will be made within thirty (30) days after receipt of a properly prepared invoice or receipt and acceptance of services, whichever is later.

Manufacturers standard warranty shall apply unless otherwise stated in the solicitation.

TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. Factors may include lowest price, ability, qualifications, experience, delivery service schedule, and past performance.

Contractors must have been engaged in providing the specified services for a minimum of three (3) years. Recent startup businesses do not meet the requirements. Preferred candidates will have experience participating in at least four (4) BOW workshops and demonstrated experience in planning and delivering Texas BOW workshops or comparable programs.

Default in promised delivery or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor. Unsatisfactory performance may result in negative vendor performance reports, corrective action plans, and withholding of payments.

Failure to sign the bid, failure to submit required documents, providing false statements, or having a contract terminated for noncompliance within the past five years may result in disqualification.
