Responses will be received until 2:00 p. m. , MST, Wednesday, September 10, 2025, electronically through the rocky mountain epurchasing system.

The contractor shall pay a flat fee for each event payable to the el paso county fairgrounds corporation. This payment must be made within fourteen 14 business days after each event. Late fee. if the payment is received more than fourteen 14 days, contractor shall pay a late payment penalty equal to five percent 5 of the amount overdue for each week outstanding until paid, beginning with the due date of the late payment.

The evaluation committee will score responses based on the following criteria not listed in any order of importance: fee proposal 10, qualifications and experience 20, business plan 40, ability of key personnel 15, references and past performances 15.

Proposals will only be considered from contractors which have been engaged in the business of performing the work as described in this solicitation. Contractors must be able to produce evidence that they have an established satisfactory record of performance for a minimum of five 5 years and have sufficient financial support, equipment, and organization to ensure that they can satisfactorily execute the services if awarded a contract.

Liquidated damages for operations outside of authorized hours: upon failure to adhere to operational hours set forth in the specifications and to the satisfaction of the county within the time and days stated, the contractor shall be subject to charges for liquidated damages in the amount of 200 for each occurrence past 10 pm. Late cleanup past noon shall be subject to charges for liquidated damages in the amount of 200 for each occurrence.

A recommended preproposal conference will be held on friday, august 22, 2025, 1: 00 pm at the el paso county fair and events center, 366 10th st, calhan, co ****. The day of the preproposal meeting we will gather in the parking lot south of the of the racetrack. The parking lot is west of calhan highway just north of paint mine road.
