The requested services shall commence on December 10, 2025, or the last signature date, whichever is later, and ending August 31, 2027, or two years from the last signature date, whichever is later.

The basis of payment and reimbursement of costs is set forth in exhibit e, price schedule.

The state will award the contract to best serve the interests of the state.

The team at the minimum should be comprised of an asv survey specialist and a qualified underwater archeologist that will plan, implement, and participate in the investigation.

If the successful respondent fails to provide the goods or services contracted for according to the provisions of the contract, or fails to comply with any terms or conditions of the contract, thc may, upon written notice of default to the successful respondent, terminate all or any part of the contract.

Any bid protest must be in writing and received in the care of the executive director within five working days after the bidder is notified that the award of a contract is forthcoming or otherwise knows, or should have known, of the occurrence of the action which is protested.

There will be liquidated damages associated with this procurement.

The final delivery period is from 25 September 2025 to 31 December 2025.

The government will select the most advantageous offer based on technical factors (including personnel experience and qualifications), price, and past performance in similar MCA surveys and/or vibration analysis on LHA-class machinery.

Offerors must have a minimum of five (5) years of experience with LHA-class machinery, specifically USS America LHA-6 and/or USS Tripoli LHA-7. They must also have the ability to produce trend analysis reports from previous assessments.

Questions regarding the solicitation's terms, conditions, specifications, and/or the performance work statement (PWS) must be submitted in writing via email to the contracting official no later than one calendar day prior to the solicitation's closing date.
