The City of Denton typically processes invoices within thirty (30) days after receipt of invoices, materials, or services. Direct deposit is encouraged.

The contractor shall provide a warranty that is standard in the industry.

The City of Denton will evaluate submissions based on compliance with specifications, quality, reliability, characteristics to meet stated or implied needs (20%), indicators of probable performance under contract (50%), and price, total cost of ownership (30%).

Respondents must have at least three (3) years of experience providing similar products or services.

The contractor shall incur contractual payment losses for performance that falls short of specified performance standards. A one (1) percent fee will be assessed each month for one performance standard not met, and two (2) percent for two or more not met.

Respondents must make samples available upon request by the City of Denton prior to award with no costs to the city.

Protests must be filed not less than five (5) working days before the solicitation due date for alleged improprieties apparent before the due date. In all other cases, protests shall be filed within five (5) days of notice of intent to award or prior to the award date.

The bid notice does not explicitly state a delivery deadline for proposals. However, it mentions that SWIF will provide as much advance time for scheduling services as possible, but certain circumstances may require as little as twenty-four 24 hour notice, or less.

The bid notice states that hourly charges for transport services will be outlined in Attachment B, Cost Worksheet. Hourly charges begin at the pickup location, continue to the destination including time on location, and end when the passenger is returned to the point of origin. Onsite wait time reimbursement will be according to the governor's enhanced minimum rate. Meals and breaks are not paid. Awarded suppliers providing non-ambulatory transport services will be extended a load fee not to exceed **** USD. Awarded suppliers providing either ambulatory or non-ambulatory services may be extended a rush fee not to exceed **** USD.

The bid notice states that an award will be issued to all responsible and responsive bidders who comply with the eligibility requirements set forth in this IFB.

To be eligible for contract award, bidders must provide three years of driving history for all transport staff, two professional and one personal reference, complete resumes of all transport personnel, an organizational chart, and copies of all applicable licensing and documentation for personnel and vehicles, including valid driver's licenses, emergency roadside assistance coverage, current vehicle registration, cellular phone contact information, and automobile insurance certificates.

In the event the awarded supplier does not provide timely transport to the scheduled appointment and it results in cancellation of the appointment, the awarded supplier, at the Commonwealth's discretion, may be paid 50% of the hourly rate for that trip. In addition, the supplier is responsible for any fees assessed by the medical provider for the missed appointment. Failure to attain agreed performance metrics may be cause for cancellation of the contract.

The notice requests that interested contractors submit a narrative demonstrating their experience in projects of similar nature as described in the SOW, with narratives no longer than 4 pages. Additionally, respondents are asked to provide their business size, socio-economic status, and CAGE code, as well as SAM information, and a narrative explaining their interest, capability, and qualification to meet the requirement.
