Ogden City is seeking proposals from qualified firms to provide non-preference towing and vehicle abatement services. The contract will be for an initial term of three years with two one-year optional extensions. Proposals must include company information, experience, proposed schedule, business licenses, tow truck details, insurance, and references. The city reserves the right to accept or reject any proposal. Proposals are due by June 18, 2026, at 11 am. Late proposals will not be accepted. Insurance requirements include commercial general liability, business automobile liability, workers compensation, and professional liability. All work must meet current industry standards and federal, state, and local regulations. The selection will be made by a committee based on various criteria, including response time, storage capabilities, and customer service. Pricing must be guaranteed for one year. The bid notice states that it is understood and agreed that the city will be given the immediate benefit of any decrease in the market, or allowable discount. The contractor will only be allowed to invoice for the cost of services goods in compliance with the submitted proposal as accepted by Ogden City Corporation. If offered by contractor, Ogden City seeks a discount for early payment.
Proposals will be evaluated on their ability to meet a large portion of the city's non-preference towing needs with its own resources while providing good customer service experience for city and vehicle owners. Specific criteria include reduced rate for city events towing, storage/disposal of RVs, current AAA certification, separate vehicle for cleanup, and secure storage for evidentiary vehicles, each worth up to 20 possible points.
Qualified respondents shall be licensed contractors in the state of Utah for this type of work, meet Ogden City's insurance and bonding requirements, and have experience with all work defined in the scope of work. Additionally, for security-sensitive projects, Ogden City reserves the right to conduct a criminal background check of each person providing services.

Ogden City reserves the right to disqualify any proposal that includes significant deviations or exceptions to the terms, conditions, and/or specifications in this RFP, or due to any late response, no response, or missed deadline.
