Companies that believe they possess the capabilities to provide the required services should submit documentation of their ability to meet each of the project requirements. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1 the total number of employees, 2 the professional qualifications of personnel as it relates to the requirements outlined, 3 any contractor GSA schedule contracts and or other government wide acquisition contracts GWACS by which all of the requirements may be met, if applicable, and 4 any other information considered relevant to this program. The capability statement must specifically address each of the project requirements separately.

Firms must demonstrate capabilities to perform hazardous material abatement, building demolition, decommissioning services, removal of improvements, construction, and site improvements. Evidence of comparable project experience is required, including up to 3 recent relevant projects with details on name, completion date, dollar value, key features, contracting office, customer user, POC information, and bonding levels.

Responses that do not clearly demonstrate the respondent's qualifications, skills, experience, and capabilities will not be considered as confirmed capability for market research purposes.

Inspections and cleanings shall be completed by September 30, 2026. Final reports shall be submitted to the City of Oak Harbor by October 31, 2026.

The city shall pay the contractor for services satisfactorily rendered within ten 10 days after City Council approval of each payment. Invoices shall be submitted for work performed.

The contractor warrants that all work conforms to the requirements of this contract and is free from any defect in equipment, material, design, or workmanship for one 1 year from the date of the city's final acceptance of the entire work, or the duration of any special extended warranty offered by the contractor or its subcontractors and suppliers.

The city reserves the right to accept the best and most satisfactory bid.

Bidders must have at least five years of experience inspecting and cleaning municipal water tanks and be registered on the Washington State MRSC Contractor Roster, meeting prevailing wage requirements. Similar potable water tank inspection/cleaning projects completed in the past 3 years must be listed.

Any questions, and/or comments, or objections to the bid documents and/or specifications shall be submitted in writing to Sandra Place, Administration Manager, at least five 5 days prior to the bid opening date.

Failure to return the statement of bidders qualifications as part of the bid proposal package will make this bid nonresponsive and ineligible for award. Failure to maintain insurance coverage as required shall constitute a material breach of contract.
