Canvas Board Government Bids & RFPs

Bids must be submitted by July 24, 2026, at 11:00 AM Eastern Standard Time.

Payment will be made after a properly executed county voucher has been received and formally approved by the Board of County Commissioners at its subsequent regular meeting.

The contractor shall guarantee any or all goods and services supplied. Defective or inferior goods shall be replaced at the expense of the contractor.

The county reserves the right to award in whole or in part to the lowest responsible bidder, or to award each item separately to the lowest responsible bidder meeting specifications, or to make an award based on the total bid to the bidder whose total sum is the low bid meeting the specifications.

Respondent must be an established concern in the business of providing the product/service proposal and must prove to the county purchasing agent's satisfaction, upon request, that they have adequate facilities to perform all requirements in event of award.

There may be deducted from the amount payable to the contractor a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three (3) business days prior to the opening of the bids.

Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for in the bid proposal form, attachments of additive information not required by the specifications, or irregularities of any kind, may be cause for rejection by the owner.

Framed artworks and/or fine art prints are due 15 days after picking up works of art, to be delivered to the TPOC for inspection at the MSF.

The government intends to award on an all or none basis.

The contractor shall provide proof of having a minimum of five 5 years experience as a professional framer and have a history of working with midsized to large fine art museum collections. The contractor shall show evidence of professional development regarding conservation methods in framing and mounting and hinging works on paper.

The contractor and contractors framing facility are subject to site visit and inspection by the TPOC at any time during the duration of the contract. Each site visit shall be coordinated with the contractor.

The contractor shall provide 8-ply corner samples of acid-free mat board.

Questions about this RFQ must be submitted no later than Monday, 15 June 2026, at 11:00 AM Eastern Time. No late questions will be accepted.

Any quote that is submitted by a contractor that is not a small business under the applicable NAICS will not be considered for award. Late quotes will not be accepted or considered for award.

The delivery date is July 31, 2026.

Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP).

The government will award a contract to the responsible vendor whose quote confirmation to the solicitation is the lowest price while meeting the specifications and capability listed in the solicitation.

The prospective vendor shall assume the government has no prior knowledge of its capabilities and experience and will base its evaluation on the information presented in each quote. The contractor shall provide the company's qualifications and ability to provide the requirements listed herein, with appropriate and specific documentation supporting claims of recent organizational and staff capability.
