Awards under this BAA will be made in accordance with FAR **** or 2 C. F. R 200. The primary basis for selecting proposals for acceptance will be technical merit, importance to agency programs, and fund availability. To the extent appropriate, cost realism and reasonableness will also be considered when selecting proposals.

All responsible sources from academia, industry and the research community may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and minority institutions (MIs) are encouraged to submit proposals and join others in submitting proposals. However, no portion of this BAA will be set aside for small business or other socioeconomic participation. All businesses both small and large are encouraged to submit proposals and compete for funding consideration.

The Expression of Interest is the first step in identifying vendors, and selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.

Vendors should have demonstrated experience with nuclear-grade fabrication and must meet or exceed specified design conditions, including compliance with ASME, ACI, ANSI/AISC, and seismic design standards. Their quality program must be equivalent to ASME NQA-1.
