The solicitation is for
appraisal report on Everglades Headwaters EHW 37C and EHW 38C, 13
conservation easements, located in Highlands and Osceola counties, Florida. The offerors must hold a valid license as a certified general appraiser by the state of Florida or have the ability to obtain a temporary practice permit. The target period of performance is 250 calendar days from the date of the purchase order award. The initial
appraisal target date is 90 calendar days from the date of award. The offer must include a cover letter with the tax identification number (TIN), unique entity identifier (UEI), complete business mailing address, contact name, contact phone, contact email address, quotation date, and quotation expiration date (60 days). The offer must include a statement of qualifications and a signed offer letter describing experience appraising rural use or agricultural tracts and
conservation easements, experience appraising lands for federal acquisition under UASFLA guidelines, and completion of a course in UASFLA. Subcontracting is not permissible. A list of at least two recent UASFLA-compliant
appraisal reports and
appraisal reports for similar tracts must be submitted. The quote must be a firm fixed price quote with all discounts applied. Offerors must have an active UEI and be registered in SAM (System for Award Management). Offerors must notify the contracting officer of their intent to submit a quote on or before 3:00 PM Mountain Time, June 17, 2025. Questions must be submitted by the same deadline. Quotes must be submitted by 3:00 PM Mountain Time, June 19, 2025. The contract incorporates various FAR clauses by reference. Payment requests must be submitted electronically through the US Department of the Treasury's Invoice Processing Platform (IPP). Additional documents may be requested at the discretion of the contracting officer.
