Onsite work may not begin prior to September 1, 2026, and the completion date is February 26, 2027.

Award will be made to the responsible offeror that submits a responsive quote whose quote will best serve the interest of ODOT by taking into account price as well as any other applicable factors such as experience, expertise, product functionality and suitability for a particular purpose.

This RFCQ is restricted to qualified contractors who have been certified by the State of Oregon as an Emerging Small Business (ESB). The selected ESB firm must perform at least 51 percent of the labor using its own workforce.

Deadline for requests for clarification, requests for approval of equivalents, and questions is 7 calendar days prior to the closing bid opening date.

ODOT may reject an offer if the offeror has liquidated and delinquent debt owed to the state, or if the offeror has been debarred or otherwise disqualified from bidding on contracts by any state, local, or federal agency.

Substantial completion is expected by September 30, 2026, and final completion by October 30, 2026.

Award will be made to the responsible bidder submitting the lowest responsive bid.

Prior to award, ODOT will evaluate if the apparent successful bidder meets the applicable standards of responsibility. This may include requesting financial history, bonding capacity, performance records, and other relevant information.

Liquidated damages will apply to the contract resulting from this ITB for failure to complete the project by the substantial completion date.

A bid may be rejected if it includes nonapproved equivalents, takes exception to specifications, is contingent upon acceptance of conflicting terms, or is unreadable. Failure to demonstrate responsibility or provide required documentation can also lead to rejection.

The estimated project cost is between $250,000 and $500,000.
